WHITEWATER REGION (Cobden) — Last night, seven by-laws were read and passed at the meeting of Council of the Township of Whitewater Region. Moved by Councillor Dave MacKay and seconded by Councillor Charlene Jackson, the vote was carried with no discussion.

By-law 20-01-1252 authorizes the borrowing upon amortization debentures in the principal amount of $503,532.36 towards the cost of the Fire Rescue Truck and Pumper Fire Truck. By-law 20-01-1253 authorizes the borrowing upon amortization debentures in the principal amount of $347, 271.35 towards the cost of a 2019 Fire Tanker. 

By-law 19-12-1235 is to amend by-law 98-13 of the former Corporation of the Township of Westmeath, part of Lot 27, Concession B EML on Greenwood Road. Schedule A was amended by changing the zoning category from General Industrial (GM) Zone to General Industrial – Exception Three – holding (GM-E3-h) Zone. Section 13.3 (c) was also added and stated the outdoor growing and harvesting of cannabis crops shall be permitted. No outdoor cultivation of cannabis shall be located within 150 metres from an existing dwelling.

By-law 20-01-1256 allows the Township to enter into an agreement with Cathy Horner, owner of the Bullpen Canteen, for an additional five year term. She will be operating in the canteen at the Beachburg Arena for the 2019 to 2024 hockey seasons. The agreement includes the exclusive use of the canteen at the arena and, for customers of the canteen, the non-exclusive use of the lobby, warm area and washrooms in the arena.

By-law 20-01-1257 establishes a Volunteer Recognition Policy. This policy allows for formal recognition of volunteer efforts through the Township. According to Township documents, an annual luncheon will generally be held in April during National Volunteer Week, to celebrate the accomplishments of Whitewater Region volunteers, and presentations for the Volunteer Appreciation Awards and Volunteer Service Recognition Certificates will generally be made at this event.  

The awards will recognize up to three individual volunteers annually for their contributions to the community, one in each of the following categories; youth 18 years of age or less; adults 19 years of age or older; and lifetime achievement. To be eligible, the volunteer must be a resident or an elector of the Township of Whitewater Region, own a business in the municipality or attend school in the municipality, and services must have been performed on a volunteer basis and not for pay. Elected officials and staff receiving some form of remuneration of the Township of Whitewater Region are ineligible.

By-law 20-01-1254 amends by-law 98-13 of the former Corporation of the Township of Westmeath at 118 Industrial Park Road. By-law 20-01-1255 established a snow disposal and dumping policy.
